report of time estimation compare to actual timing – PER USER.

For retrospective conclusions, I am trying to issue a report which includes time estimation compare to actual timing – PER USER.

How can I get such report?

How can I evaluate user accuracy and user effort (and not the entire team effort/accuracy)?
