Web-resource not included on page

I have following declaration in atlassian-plugins.xml:

<web-resource key="dictionariesScript" name="Dictionaries manager javascript" >
	<resource type="download" name="dictionaries.js" location="/cz/ders/confluence/plugins/budict/js/dictionaries.js" />
	<context>page</context>
</web-resource>

and in confluence 4.x it works (I have menu item in Tools menu on each page, that runs javascript popup window), but now in confluence 5.2.3 the resource is not included. I can't find where is the problem. Could you please help me?

I'm sorry, my mistake, resource was included, but I didn't see it. Problem was in js file.
