Can I update issue activity only when migrating data

Question

I am looking into migrating data and would like to keep issue state changes. For example, on 12.05.10, user foo changed an issue from 'open' to 'new'. I don't want to add these as comments, but would be nice to have this history located in the issue Activity section. Is this possible?

I could do it with CSV, or the API. Anyway that would allow the contents to be added in this way instead of putting this information in the comments.

What kind of data migration do you have in mind? Via CSV? Via remote API? With own plugin?
