separate create issue

is possible in jira separate create issue for two grups in some project,

for example,

first grup can create only bug

second can create bug any other issue

Hi,

as far as i know, the permission to create issues is inseparable. Which means, once you grant this permission, the user/group/role will be able to create any issue type assigned to the project in its issue type scheme.
