Confluence Edit Link - add title attribute

I'd like to be able to add a tooltip for links.

You can use a user Macro, there is already an example at Atlassian

http://confluence.atlassian.com/display/DISC/Add+Tool+Tip+to+Normal+Text

That sort of works for plain text. It doesn't work at all for links.
