Logon banner

Question

Is there a way to add a logon banner (for usage acceptance) at the login screen? It could be click "ok" to continue or just the banner displayed at the login screen.

It's not the same thing. I'm looking for a way to display the banner before the user logs in.  This is for legal purposes.
