Firstly, with the quick search (it should show results while you are typing, but it does not show them until you press Enter). Secondly, in the Search screen (once you do a search, you can’t do a new search in the search field).

Hmm, this might require a support case to help you better, but let's see what if we can find out further here first Firstly, about the quick search, could you check in the Confluence administration if this feature has been disabled? For more info check this out - Configuring Quick Navigation
As for being unable to search from the Search results screen, could you clarify a bit more on what happens after you perform a search? Does the search bar grey out? If you have some screenshots it'd be a great help

Regarding searching from the Search results:
Perform a search
On the results you se the page lists the results -- e.g. one of 41 results
you will aslo see two search options, one in the upper right and one directly above the search results.
In the box above the results - key in a word to search for. Upon hitting enter or clicking on the magnifying glass, nothing happens.
