Creating issues depend from status another issues.

Hello. Can I do in jira system something like this. If one user has for example some issues who have resolve status and they are waiting for accept or reject operation the user will not create another new issues befory he press accept or reject button. User also can't create new issues if he has another issues signt to him. In short way user must do something withe the issue who wait for his, her reaction and also hi will be notice about this issue.

Creating issues based on the transition of another issue is not possible within JIRA default configuration, however, there is a third-party plugin that can help you to perform this here:
