Autowatch: Where are the global settings in Jira 7?

My user profile says: Autowatch:Inherit from global settings

Where can i find them? I find lots of hints at "User Management" > "User preferences" but i can't find this point in any of our JIRA 7 systems.

It moved in 6. Go to Admin -> System and look for "default user preferences"
