Users forget to uncheck "Notify Watchers" before saving. How to solve this?

How can I rework the bottom to include a button "Save" and "Save without notify"? Getting users to look left a bit hasn't worked. I'm not about to turn off the default to notify lest nobody turns it back on!

Any users can disable it by:

Your profile->Settings->Email
uncheck autowatch & notify on my actions
