What determines what pages are shown in the "Popular Pages" Tab on the Dashboard?

What determines which pages are shown in the Popular Pages Tab on the Dashboard?

It seems when users create new pages, they pages appear on the top of the popular list, which confuses the users, because the content was not viewed by anyone else yet.

You can disable the 'Popular' tab as shown here:
