When we modify a record an email is not being sent and is not showing up in the queue. I was able to send a test email from the Outgoing Email tab in Administration. Any ideas???

No changes to the notification sheme and they look good.
Install this if you can (https://marketplace.atlassian.com/plugins/com.atlassian.jira.plugins.jira-admin-helper-plugin). Also check the logs.
