revoke permission to create personal space

This question is in reference to Atlassian Documentation: Giving People Access to Content

I can't seem to find the option to disable a user from creating a personal space.

You need to remove them from the group(s) that can create personal spaces. Check global permissions to see the groups you need to examine.
