Does my confluence licenses have to match JIRA licenses ? I have 500 user licenses fir JIRA, can I have less number licenses for Confluence ?
My JIRA is hosted one, can I have confluence as cloud ?

Both JIRA and Confluence are different application. There is no need for the licenses to match. You can have less number licenses for Confluence. You can host confluence as well
