Can I restrict an add-on or a menu item for selected users?

Question

We wish to install the add-on 'WorkLog PRO'

https://marketplace.atlassian.com/plugins/com.deniz.jira.worklog

The add-on adds this menu item in the top bar:

Is there anyway to have this menu only accessible / viewable to admin or selected users?

I don't think so. Open a ticket directly with the vendor.
