To be little more specific, Here my queries are ,

1- being new to JIRA-reporting usage, i need to know what are the advance reporting feature available with default JIRA (with out any extra plug-in),

2- if i need any customize report, can i use some scripting(jelly) ??

3- if i use any plug-ins, is there any free plugins available which can use "REST" as you mentioned?

There are several flexible reporting tools in the market place. You could write an external one that uses REST to pull data from Jira. Or write your own. See https://developer.atlassian.com/plugins/servlet/mobile#content/view/4227176
