They are driven by "View Source Control" permission (now called "View Issue Source Tab"). Give access only to those who need it.

this is in Jira 5 but we use version 4.3.4

You mean the permission is not there in JIRA 4.3.4? It is the same if I remember correctly except for the name change in jira 5.1.
