Is it possible to view tasks that I've assigned to other people?

I'm trying to view tasks that I've assigned to a user, I'm not the reporter.

Is there a way to set this up as a filter or view this?

If this ticket was created by you, please use following jql query:

creator = currentUser()

or use Watcher Custom Field for JIRA add-on
