Where to set the configuration for create or update issue with email notification?
If mean that you want to sent email notification to selected users you should to investigate notification scheme. This scheme is assotiated with whole project. If you add youself to create issue event you will get a notification any time when an issie is created into all projects assotiated with this scheme.
