Where should I locate this file? WEB-INF/classes/templates/jira/issue/field/description-edit.vm

I'm wondering where should it be? do I have accesses via the UI?

You can not edit it under the Cloud.

And you actually answered your own question - the path you gave is where the file goes under the JIRA installation (on Server and Cloud, but as Volodymyr says, you don't get to hack the code in Cloud)
