create new issue if condition met in workflow

I want to create a seperate issue if one of the field value gets matched while performing transition on issue.

As of now it should be ok if i'm able to create related issue or dependant issue.

Did you already try Clone an issue and links built-in script. There you can provide the condition to do the clone.
