Bulk Operations - enable option for "send mail for this update"

Please

How can a JIRA Administrator give me the ability to view the below option?  "send mail for this update"

The goal > > > perform Jira bulk update across various teams so they do not receive a flood of update for the jira bulk change.

Currently, only jira administrators have this available option to avoid updates.

I am allowed to perform a bulk operation but cannot view the below option.

Please advise.  Thanks.
