What happens to the license upon transition to the latest version of a product? After all in JIRA 3 the license for use, but not for users
Although the licence model changes in JIRA 7, the actual use of licences does not change a lot. You still buy a licence for a certain tier of users and apply it by going into Admin -> licences.
A licence for JIRA 3 will work for all later versions of JIRA too, including JIRA 7 Core. If you have a JIRA Agile licence, you can apply it to JIRA 7 Software (same if you have got Service Desk)
We have no way of knowing how many users you have licences for - check the licence screen or system info screen in your JIRA, or look at your my.Atlassian account.
