We wanted to include a custom field in JIRA notification emails irrespective of whether that custom field is changed or not (in the JIRA update emails). Is this feasible?

Yes, you can use a custom field in notifications messages using our add-on
https://marketplace.atlassian.com/plugins/net.vacom.jirassimo/server/overview to achieve that.
