Question about Forge Global Apps EAP licensing: Per site or per unit?

I’ve been exploring the new Forge Global Apps EAP, and I’m particularly interested in how licensing will work for apps that operate across multiple Atlassian sites.

From the announcement, I understand that Global Apps can be installed at the unit level and work across multiple sites within the same unit.

However, I couldn’t find clear information about the licensing model.

A few questions for the Atlassian team:

1️⃣ Will licensing be calculated per individual site or per unit?

2️⃣ If a unit contains multiple Jira or Confluence sites, will one Global App installation cover all of them under a single license?

3️⃣ Will existing Forge licensing models, such as user-based billing, remain available for Global Apps?

This information would help developers design their pricing strategies and understand how to build and distribute cross-site administrative apps.

If anyone from the Atlassian team or the developer community has more information, I’d appreciate your insights!

I couldn't find any public licensing info for Global Apps yet. The CHANGE-3523 entry covers installing into a unit and working across its sites, but it says nothing about billing or Marketplace.

I couldn't find any Global Apps docs beyond that. The closest documented thing is the earlier global:ui EAP, which says licensing follows the same model as other cross-app Forge apps. It's a different EAP, so it may not carry over.

Today Forge has standard billing (all users in the instance) and user-based billing (still EAP, only users granted access), with one model per app. The licensing page doesn't mention units.

I'd sign up for the EAP and raise it once Atlassian's instructions arrive. The sign-up form was broken for a few days after the announcement. Atlassian staff confirmed it's fixed on this dev forum thread, where the question about Global Apps docs is still open:
