I see scenarios in plans, is it possible to use that feature to show execution against forecast?
Not really. Scenarios are "what if" branches of the same plan, not baselines. A scenario only holds the unsaved changes you make in it. Everything you don't touch, including status and progress, is read live from Jira. There is also no side-by-side or variance view, you can only switch between scenarios one at a time. So a "Forecast" scenario would stay fixed only for the dates you set in it by hand, and anyone saving its changes to Jira would overwrite the real dates.
The baseline feature from the old Portfolio plans isn't in Plans. The open request is JRACLOUD-88013.
What works natively:
Habib has covered why scenarios won't do this. One addition to the custom-date-field approach: it freezes each issue's dates, but execution against forecast at plan level also needs the forecast itself frozen, meaning the end date the plan predicted on the day you agreed it, the scope it held, and the team behind it.
Record those three at every review, even in a simple table. Without them you can see that the plan slipped three weeks but not why. If scope grew 15% in that time, the slip is added work, not slow execution, and the conversation with stakeholders is a different one.
Disclosure: I built Project Commander, an app on the Atlassian Marketplace. Its Dashboard captures named baselines and shows each one's forecast date against the target, the scope and team size it was taken with, and which issues' finish dates have moved since. It reads your Jira project rather than the Plan, so it won't add baselines inside Plans.
