I see scenarios in plans, is it possible to use that feature to show execution against forecast?

Not really. Scenarios are "what if" branches of the same plan, not baselines. A scenario only holds the unsaved changes you make in it. Everything you don't touch, including status and progress, is read live from Jira.

There is also no side-by-side or variance view, you can only switch between scenarios one at a time. So a "Forecast" scenario would stay fixed only for the dates you set in it by hand, and anyone saving its changes to Jira would overwrite the real dates.

The baseline feature from the old Portfolio plans isn't in Plans. The open request is JRACLOUD-88013.

What works natively:

* Add two custom date fields, e.g. Baseline start and Baseline end, and copy the target dates into them once the plan is agreed (bulk edit or an automation rule). Add both as columns in the plan and compare them with Target start and Target end per row. The timeline can only draw one pair of dates at a time, so you can switch the plan's dates in Plan settings → Scheduling between the two pairs, but not overlay them.
* For release-level tracking, the Releases view already compares the release date with the date the scheduled work actually ends and marks the release off track.
