As an alternative, could you try creating the new Jira site through Atlassian Administration?

Select your organization and follow the steps described here: Add a new Atlassian app or collection to your organization. 📚

If you don't have an organization yet, you can also follow Create an Atlassian organization.

If you're still getting the same error, I'd recommend contacting Atlassian Billing and Pricing Support, as Wali and Arek suggested, and providing the Issue ID displayed in the error message so they can investigate further. 🎟️

This error has been reported by other users during Jira Cloud site creation. Failure itself is Quite Generic.

Besides retrying, I'd suggest testing in an incognito window, disabling any VPN or proxy, and trying a different network.

If it persists, contact Atlassian Support (Billing Support) with the Anonymous ID. If you don't have a site URL yet, select "Other" and skip the site URL field where possible.

Are you creating the site from mainland China, and does the error appear immediately after clicking "Agree and start now"?
