As an alternative, could you try adding a new site directly through Atlassian Administration?
Go to https://admin.atlassian.com/ → select your organization → Apps → Atlassian apps → Add app, and then select app you'd like to add (you can select then to add it in existing or new site).

If you get the same error there as well, then I’d follow Florian’s suggestion and reach out to Atlassian Support, including the error code shown on the error page.
