Question is how to exclude Closed questions?

There is a way, it just works by inclusion rather than exclusion. The statusID parameter you are already using accepts more than one value, so rather than excluding the solved threads you list the statuses you do want.
The question statuses are 1 Unanswered, 2 Answered, 3 Accepted and 4 Rejected. We confirmed that enumeration by querying each value against the discussions API and reading back the badge each one produces.
So to drop the solved ones while keeping your tag set, extend the status list instead of removing it:

Both that array form and the shorter comma form, statusID=1,2,4, returned the same mixed set when we tested them against the API. Worth confirming the UI honours them identically, since that is where you are applying the filter.
One distinction that changes what comes back: Answered only means at least one reply exists, not that anything was solved. Accepted is the status where the asker marked an answer, so that is almost certainly the one you are calling Closed. If unsolved is what you are after, 1 and 2 together is the filter, and adding 4 picks up the handful where the asker rejected the proposed answer. Rejected is genuinely rare: across the 200 newest questions we sampled there were 161 Answered, 38 Accepted, 1 Unanswered and no Rejected at all.
Also note that Accepted is not the same thing as a thread being closed. Closed is a separate property, and it was false for every question in that sample, so status is the right lever here rather than hunting for a closed flag.
