Are you an administrator for the site or organization? If not, have you reported your issue to the site administrators
When was the last time any user was successful in accessing the content of the site you are trying to access?

Just to add to what Trudy mentioned, I’d also recommend checking with your Organization Admin.
They can review System Health 🩺 in Atlassian Administration for org-specific incidents: System Health documentation.
It’s also worth checking whether there’s any planned maintenance that could temporarily affect availability: Atlassian maintenance windows.
If nothing is reported there or on the public Atlassian Status page, the admin can then reach out to Atlassian Support. 🎟️
Might be that it was just a small hiccup 👀
