Is it possible to Export a list of ticket with Last modified date and last modified by ?
If you meant exporting to Excel or CSV, use the Better Excel Exporter app. Or, if you meant PDF, then use the Better PDF Exporter app.
With both, just add the 2 columns to your Issue Navigator and export the tickets. The columns in the resulting file will follow what you configured for the web view.

Welcome to the Atlassian Community! You can export the last modified date directly Jira's system, Updated field contains that value. Add Updated as a column in the work item search and export the results to CSV. However, Jira does not have a standard “Last modified by” field that you can simply add as a column and export. The user responsible for the latest change is available through the work item's history/changelog, but retrieving it for many work items normally requires processing the changelog through the Jira REST API, Automation/custom field, or a Marketplace reporting app. So Last modified date → available natively as Updated Last modified by → not available as a native Jira field/export column Regards, Gor

If you'e trying to export via csv you can only have the last updated date, there is no way to get the last modified by.
If you need to get the last updated by you can use automation to update a field with the name of the user you updated and use this field in your export.

The Automation route from @Mohamed BENZIANE works, with two catches. A stamped user field only fills in for changes made after the rule goes live, so older work items stay blank. Also, the Work item updated trigger skips transitions, assignments, link changes and logged work, so you'd need extra rules to catch those.
If you're open to an app from the Atlassian Marketplace, JXL for Jira can help with this. Specifically, its Last updated by user column reads each work item's change history, so existing work items are covered too:
