You should ask someone from your IT, as Atlassian Administrators are mostly part of IT Teams.

Welcome to the Atlassian community.

We are a user community. We don't manage or have access to the Confluence instance you mentioned. You will need to contact the administrators/owners of that system to request access.

If you are unsure who to contact I recommend that you start by contacting the people who told you that you should access that Confluence instance.
