Upload add-on link is missingfrom administration page

I want to upload the Gantt chart for JIRA add-on - I have down-loaded it to my machine - now I want to upload it.

the link @Build a new add-on@ is there - the link 'Upload the add-on' is missing.

Are you using Cloud? Where you can't install standard addons from the marketplace?
