I Want to delete my account, how to do this ?

I think you mean Atlassian apps.

But I can't delete them, and i dont have any subscriptions.

If you're the only billing admin, you can't delete your account until that role is transferred or the site is removed. You can try either of these:

Transfer billing admin

* Invite another user (or a second Atlassian account you create) to the site.
* Make them a billing admin in admin.atlassian.com, then remove yourself.

Delete the site first

* Go to admin.atlassian.com > [Your Site] > Products, and delete each product (like Jira).
* After that, try deleting your account again.
