As far as I can tell, Atlassian is preventing us from deleting our free account whenever we want by making up unnecessary excuses. They have no right to do this. Based on the message you shared, Atlassian is not blocking the deletion without reason.
The blocker seems to be that your account is currently the last billing admin for a billing account with active entitlements/subscriptions. In that case, Atlassian prevents account deletion until another billing admin is assigned, or the related subscription/site is canceled first.
So I would first check the billing/admin setup behind that account rather than the profile page itself.
