The title says it all. I think the actual need for the user who asked about this is to have a specific space template appear before other templates.
I don't think there is a simple way to do that. However, in the space permissions you could disable all the unwanted/un-needed templates, then add the template you require as a space template.
This would put it at least in the top 2/3 that appear.
I've not managed to turn "Blank Page" off yet.
