When you are on a paid license level of a product, the licensed admin can submit a support ticket here: https://support.atlassian.com/contact/#/
Depending upon the product, license level, and symptom severity, I would expect several days before there is a response from Atlassian. And thus, for many needs you may want to post a community question so other users can try helping.
