Managing JIRA users from Confluence

I would like to know if it is possible to manage JIRA accounts using Confluence?

I have found that it is possible to delegate user authentication for Confluence to JIRA, but i want to use Confluence as the master account holder. I already have lots of accounts configured in Confluence and i am setting up a new instance of JIRA which only a sub-set of the Confluence users will have access.

There is a plugin available in our marketplace that has the ability to export users from Confluence. The only thing is that it works for a narrow range of versions 4.0 - 4.1.0.

An alternate strategy is a bit more involved.

1) You would need to prepare a csv export of your Confluence users

2) Create a dummy project in Jira. There is a quirk about JIRA that will create a user account when importing a csv with that user as the reporter.

3) Massage the csv generated in the first step into a format like you see below

Summary, Assignee, Reporter, Issue Type, Description, Priority
"Test issue", admin, admin, 1, ,

4) Run your import. You will have to recreate user groups inside of JIRA once you are finished.

A final strategy and the least complicated of all of these steps is to move to Crowd for user management. We can use the Atlassian Importer to slurp users out of both Confluence and JIRA and administer the user managment from one central location.

Once you have all of your groups configured you can just set your Crowd instance as an external user directory for Confluence and JIRA. You can restrict certain groups from being permitted to access you applications so you can set up different iers of access to Confluence and JIRA.
