What is the pricing model for Atlassian Projects?

Not everyone seems to have access to Atlassian Projects. Why? Is there an additional cost for this feature?

Have you checked the permissions for "Projects" for those users? You'll see a screenshot on this page: Atlassian Projects and Goals access management is now available!
