Is this banner an ootb addition or based on a 3rd party app?

What is you edit he page, what is the macro that is used for the banner?

@Dinesh Kumar It looks, to me, like this is an image that someone added to the top of the page (or maybe all pages if you can do that in Data Center). The scroll bar may be because the image is wider than the page.
