Restriction in user permission

· Hi guys, I would like to ask you if is :

Is - possible to restrict who can create EPICs and User stories?

· - possible to restrict who can re order EPICs and User stories?
We are using Jira 6.x version. I have tried to search " how to create a new permission type/issue" but I found nothing relevant. Can anyone help me with advice? Thanks Michal

besides thisone i assume there is no official support on "non released" versions at all
