Repacing a member

If I remove a member and ad anew one in its place will I get billed for and additional membership or will the previous over to the new?

When you remove a member, the license becomes available. When you add another member, they will take up the available license. You will not be billed additionally

I HAVE REPLACED A MEMBER AND IT STILL STATES PENDING NEXT TO HIS NAME AND HE DOES NOT HAVE FULL ACCESS
