How to assign dynamic list of epics specific labeled to local smart values (SV) then call SV in jql?

There are certain epics across projects contributing to an org goal. Few keep adding and other might drop due cancellation.

How do I find these dynamic lists of epics and show the corresponding child Issues under them (Stories or task added under these epics). 
The environment does not support any more plugins.

In one of suggestions it mentioned about local smart values. Am new to these, hence requesting guidance.

Are you using Jira Cloud or Jira Data Center?

Can you provide a link to the reference about "local smart values"? That is not terminology that I've heard before.

How are you noting in the Epics that they contribute to a goal. Are you using the Goals functionality available from Atlassian?

Do you have any plugins currently that extend the JQL capabilities of Jira, like ScriptRunner or JQL Search Extensions?

What do you want to do with the results? Do you need to email them to people? Do you need to display them in a Jira Dashboard? Do you need to use them in an agile board?
