How can I create watches for other users?

I want to enable a watch for all users so that they receive code change updates via email by default. Is there a way to do that? I know I can log in as each individual user, navigate to the project and enable the watch, but can I turn the watch on for all users by default?

You don't need to login as individual user to watch the issue but you can add them into the watcher list:

Just make sure that you have the necessary permission so you can perform the action smoothly:
