How to avoid Jira license for Reporter?

We do not want to provide JIRA license to those business users (Reporter in Jira) who may just be one time JIRA issue creators and will not use JIRA after their original issue is resolved. How have others managed this situation without providing a license to one time reporters? or is it not possible?

I have checked this article https://answers.atlassian.com/questions/5233 but issue JIRA issue creation using email is not an option for us. We would like users to login to JIRA and create an issue. We are on JIRA v7.2.4

If we create a new group "non-active JIRA users" and assign this group name to the one-time users, would that work? They will be active but will not be part of jira-software-users or jira-core-users.

You're going to fail on point 3.

A user has to be able to see the issue if they are going to get the email. As your reporter-only users can not log in to see it, they will not get the emails.  I've got a feeling they might be blocked from being the reporter in 4 as well.

We are considering a couple of options as we are new to Jira. This one below is what we might end up doing.

1)      We will have a set of regular users and they will get Jira license

2)      For those “occasional” Jira users, we will create their user accounts in Jira, mark them as active and assign them a new group “ non-active JIRA users”. They will not be able to login as they do not have a license as they do not belong to one of jira-user groups.

3)      Someone from the team (may be a business analyst who has a license) will create a Jira issue on their behalf and select one-time Jira user as Reporter. Reporter will get an email

4)      When this issue is ready for testing, developer will assign this to reporter (one-time jira user)

5)      Reporter will work with business analyst to complete testing (outside of Jira).

This is not a very clean setup, but may be enough to keep us going. If I create these occasional users and mark them as Active and put them in a new group , will it be counted towards jira license?

Looks like from this thread (https://answers.atlassian.com/questions/257490/do-inactive-users-count-against-licenses), they may not count towards jira license.

This thread says, user must have one of the jira users/admin permission and be active to count towards license.

If they're not active, they can't log in to create anything.

The best option is to add JIRA Service Desk with a few agents ("customers" are free)  This situation is exactly what it is designed for.
