JIRA hangs at the startup page with "Loading Jira Apps" or "Running system startup tasks"

Recently tried to Update Jira from 9.12.16 to 9.12.17 to fix some security issues with tomcat. on Linux Version 8

Jira starts up on Version 9.12.17 but never completes.  I did save the Catalina. Out and the

atlassian.jira.log file.

Ok, for example, on my large home instance, this step can take up to 40-50 minutes.
