How 'CHANGED' operator work

This question is in reference to Atlassian Documentation: Advanced Searching - Operators Reference

Should the operator 'CHANGED' to take into account the initial state? For example, start state "In progress", second "Done". The status "In progress" will be shown as a result?

The JQL results will always show the current JIRA issue data, not the previous one.
