Just Google "how can I recover a deleted Trello board?" for the answer to that very frequently asked question.
Atlassian does not provide support for Trello users on the Free plan.
Also, even if the user was on a paid plan with support, all the Trello support staff will say is... "There's nothing we can do to help you. If you've really deleted it, then it's gone forever!"
