Currently there is not a resolution that works for us "Hold Off", "Timing To Be Determined", how can we customize or add a new resolution?

To add to Jeremy's spot-on answer, think carefully before you add these.

Because they are a resolution, JIRA will treat issues that have them set as finished/ended/resolved/done.

Despite their names, they still mean "resolved"
